Anthroplan began as a concept in 2022 and was officially founded in 2025, built on the recognition that critical infrastructure and land use projects increasingly require planners who can operate fluently across jurisdictional, cultural, and regulatory boundaries — from municipal councils to Indigenous governments to federal agencies. Anthroplan actively seeks to partner with like-minded engineers, architects, and other allied professionals to deliver integrated solutions for clients.

Ryan Kyle, RPP, MCIP

Partner – Policy, Land Use and Development Planning
Ryan Kyle is a Member of the Ontario Professional Planning Institute and the Canadian Institute of Planners. He is a Planner and Project Manager with experience spanning private development approvals, First Nations infrastructure, municipal policy, and national wildfire resilience standards. A graduate of Toronto Metropolitan University’s Urban and Regional Planning program, Ryan has led planning files across Ontario for private developers, municipalities, and First Nation communities alike.
Ryan has managed a range of development applications for private-sector and municipal clients across Ontario including site plan, subdivision, and zoning by-law amendment approvals for projects ranging from infill lots to multi-storey residential buildings, along with First Nations engagement on cross-border servicing matters. He has also supported infrastructure and facility projects for First Nation communities across Ontario, including a care and treatment centre project tied to community health priorities, and coordinated federal funding applications supporting housing and community infrastructure. In municipal policy work, he has contributed to permit system by-laws, comprehensive housing strategies, and transit pilot projects.
Most recently, Ryan has led national wildfire resilience initiatives including coordinating the development of e-learning programs to teach wildfire resistant development principles, chairing a technical working group on wildfire-resilient planning standards and serving as a voting member on a national standards committee shaping how Canadian municipalities plan and build in wildfire-prone areas.
Samantha Lewis-Mills

Partner – Conservation and Emergency Management
Samantha Lewis-Mills is a member of the Ontario Association of Emergency Managers and Eco Canada. She is a community resiliency and business management professional with over 15 years of experience working in and alongside First Nations communities, including as a member of the Mohawks of the Bay of Quinte (Tyendinaga). Her approach is grounded in lived experience and an understanding that each Indigenous community has its own distinct governance, traditions, and priorities.
Samantha holds a Certificate in Emergency Management from Fanshawe College, along with IMS 100/200 and Basic Emergency Management credentials. She has experience designing and facilitating tabletop emergency exercises, supporting the coordination of a regional emergency management conference, and volunteering with local fire services on public education initiatives. Alongside this, she has spent over a decade in business leadership roles, managing multi-site retail operations, supplier relationships, and regulatory compliance on and off reserve.
Samantha brings an awareness of Indigenous data sovereignty principles and a consent-based approach to information sharing, developed through her ongoing work with First Nations communities and organizations.
Kelsey Lewis

Partner – Design and Coordination, Project Coordination
Kelsey Lewis is a member of Eco Canada project coordination professional with 13 years of operational experience in first nations businesses, including four years as Assistant Manager, where she supported day-to-day business operations, staff coordination, and customer relations. She holds a Bachelor of Science in Biology from the University of Guelph, along with a Graduate Certificate in Environmental Conservation from the same institution.
In recent years, Kelsey has spent significant time refining AI models and performing data annotation, developing skills in detail-oriented research and structured analytical work. She brings strong research capabilities along with experience in graphic design, which she applies alongside her work as a First Nations artist and designer specializing in painting and beadwork.
Kelsey brings a combination of steady operational experience, an environmental science background, and research and analytical skills to her role in project coordination.
